Ask in writing what is refundable
The capital is an investment at risk and is not a fee, and it should never be presented as one. Filing fees are published in the USCIS fee schedule and are revised, so check them when filing rather than when planning. Legal costs track the volume of documentation, and a file with two source components and a business sale behind it takes more work than a single-source file.
Accountants may be needed to reconstruct the pharmacy's records and calculate the proceeds, and translators may be needed for anything not in English. A regional-center project may charge a separate administration fee, but whether any such fee is refundable depends on the actual offering and subscription documents; there is no universal refund rule. Ask in writing which amounts are refundable and in which circumstances before signing anything.
