Read the official page first, and date the copy
Hypothetical example: the couple have a printout from an adviser that summarizes the program. Set it aside. Open the official page and FAQ, read the description of the gift, the processing fee, the vetting and the residence pathway, and save a dated copy. Everything else in the plan should refer to that copy, and it should be refreshed on the day of any decision because the terms are published by the government and may be updated. Save the official program page, instructions, and frequently asked questions as dated copies, then note what each source actually says. This avoids turning an announcement, commentator's forecast, or marketing language into a legal requirement.
Then separate what the gift is from what it is not
The gift goes to the U.S. government and, per the official framework, is not returned; the processing fee is nonrefundable. It is not an investment in a business, it creates no jobs and it is not EB-5 capital that might be recovered. Writing this down prevents the couple from budgeting as if the money were an asset. Ask whether the proposed transfer is a payment, whether it is made by the applicant, and whether the recipient is the U.S. government. Those basic facts distinguish the program from an investment, an escrow deposit, or a purchase of an asset.
Next, identify the residence pathway and the family terms
The official material states that permanent residence flows through existing employment-based categories as determined by the administering authorities, subject to visa availability. Ask which category, whether a petition is filed and by whom, and how the couple's chargeability affects timing. Read the FAQ's treatment of spouses and children and note any separate fee or gift per person. Prepare a separate identity and relationship record for every accompanying person. A shared household, shared funds, or shared intention to move does not answer each individual's eligibility and document questions.
Only then compare with alternatives and decide
With the official terms in hand, compare the Gold Card with EB-5 and with any family-based possibility through their U.S. citizen children, each on its own rules. The physician's professional standing has no bearing on the gift route. Decide, then re-verify the official page once more before instructing any bank. Compare the desired outcome, evidence burden, and uncertainty with other available categories without assuming that payment alone resolves admission or residence. Recheck official terms immediately before any irreversible financial step.
