THE DIRECT ANSWER

Describe the interim assignment and the later deployment separately. The file should explain what work will actually be performed during each phase. Both qualifying organizations must remain active. A new-office approval is limited to one year and requires premises and capacity for the role; an offsite client placement must remain controlled by the petitioner and cannot be labour for hire. Total L-1B stay is generally limited to five years.

Prepare a two-phase role account

Identify the current system, planned launch, duties before launch and duties afterward. Record which dates are firm and which depend on testing or approvals. Ask how the proposed work supports the category at the relevant stage. A launch announcement is not an immigration timetable or proof that the applicant already has every skill needed for the later phase.

Sequence the knowledge evidence before selecting a start date. First complete the corporate relationship records and the foreign-employment chronology, then document the specialized process and the U.S. implementation need. The petitioner may choose premium processing where available, but faster review does not correct a vague knowledge claim. Hypothetical example: an automated greenhouse climate-control analyst is needed for a seasonal installation, yet the project manager has not identified the proprietary platform modules involved. Obtain the training records and specific assignment description before filing. The organization should also count prior L time because L-1B cannot exceed five years in aggregate. A short installation window may explain urgency, but it is not evidence that the worker has qualifying knowledge. Keep a contingency plan for the project if authorization is delayed or the record needs revision.
