On the official program material, a gift to the U.S. government together with a processing fee, alongside the eligibility and admissibility requirements the process sets. Verify the current terms on the official page before acting.
Start with the official text, then with your own history
The framework is described by the government's own program page and FAQ, and that is the source to rely on. It is not a conventional visa category with a statutory list of conditions of the kind that governs professional entry, company transfers, treaty investment or immigrant investment, and it should never be presented as one. What it does share with every other route is admissibility: a payment does not overcome an inadmissibility, and a prior refusal, overstay or criminal record is assessed under the general law regardless of the process used. Applicants should therefore begin with their own history and then with the current official terms. Because the published terms have been revised since the process was announced, any figure, family term or eligibility statement should be re-checked immediately before a decision and the date of that check recorded.
Hypothetical example: an oceanographic-chart publisher assumes that having cash available is the only threshold. The first review should produce separate checklists for the current official program terms, the applicant's eligibility basis, admissibility history, and usable liquidity. The dated government page settles program conditions; personal immigration records settle the applicant's history. Confirm those questions before arranging a transfer. The recurring error is treating the payment as a substitute for screening or an underlying immigration requirement, when a payment by the applicant to the U.S. government cannot cure either issue.
