It can be, if the knowledge is of the company's own product, process or procedures and is distinct from skill generally available in the industry. Evidence must show what the knowledge is, how it was gained and why it is needed for the U.S. work.

Company-specific and demonstrably needed

Hypothetical example: the specialist knows the proprietary schema, the firmware behaviour of three generations of edge devices and the migration scripts the company built for large fleets. Those are specialized because they belong to the company and are not taught outside it. The file should describe each element, point to internal documents that exist only inside the company, and explain the U.S. task that requires it. Knowledge held by most employees in the same role, or that a competent engineer could learn from public material in weeks, does not meet the standard. The specialist also needs one continuous year of qualifying employment abroad within the past three years, the two entities must be related and operating, and the knowledge should have been acquired while employed with the company. Expect a reviewer to compare the description against the number of colleagues who could do the same job.

Hypothetical example: a prosthetics-design specialist knows a company's proprietary fitting algorithm and has trained new hires abroad. Gather the training curriculum, access records, version notes, supervisor statement, and examples showing why ordinary biomechanical experience would not be enough for the U.S. assignment. The first review should identify the knowledge, how it was acquired, who else has it, and which U.S. tasks require it. A résumé that simply says "expert" settles none of those points. Also calculate the required uninterrupted foreign service within the three-year lookback from payroll and leave records. If the U.S. role is mainly ordinary production work, the specialized-knowledge description needs reconsideration before the petition is drafted.
